ADISA™ is a product of the collaboration by two veteran companies, Chillisoft (a level 2 BEE company), who has over 10 years of experience of developing production software for the private and public sector operations such as hospitals and ports of entry and CEENEX (member of WISA) who are water and wastewater sector specialists, who have consulted extensively with municipalities, public sector bodies and the private sector.

We believe that this critical act is essential to building a culture of ownership, preventive management and disciplined habits that are the bedrock of water quality improvement initiatives. If we do not build a disciplined system in our plant operations that involves people, technology and process, we will forever be stuck in post-event administrative reporting that is required by legislation.

Amathole District Municipality (ADM) needed to manage their water and wastewater better if they were to gain Blue and Green Drop status. After a thorough risk assessment was completed, Ceenex were appointed as ADM’s water and wastewater safety managers. Ceenex partnered with Chillisoft to address a key issue that impacted ADM’s ability to achieve and retain their Blue Drop and Green Drop statuses,

and that threatened their adherence to basic regulatory requirements and standards. Chillisoft worked with Ceenex (as the domain experts) to develop a system (Adisa) that allows for proactive monitoring and incident management at a plant level. Adisa was successfully piloted and is being rolled out to 42 treatment plants.

Amathole District Municipality in the Eastern Cape has a government mandate to ensure the safety of their drinking water and wastewater. A challenge at the best of times, but imagine trying to do this in outlying rural areas, with limited access to technology, long lead times for analysis and almost no timeous interventions from the experts at head office! In addition to this the World Health Organisation has stated that correct water safety planning is paramount to the management strategy of any water authority (responsible for the water safety planning) and provider (responsible for the distribution of the water). The SA Government has launched the Blue Drop and Green Drop Certification Programs which rewards water quality and the effective management of wastewater to encourage the right behaviour. Amathole District Municipality recognised that they needed expert assistance to guide them on their water safety journey and appointed Ceenex. The very first step was to do an intensive risk analysis of the entire process, and it was during this phase that they encountered the biggest problem of all, that of timeous monitoring and incident management.

Producing potable water, and treating water is not something that happens just before it gushes from our taps. It’s a multi-barrier approach that begins at the source. This requires monitoring of the quality, treatments and stock levels, from the second it enters the treatment system. Exact measurements are taken and reported on, and this is where the fundamental issue lies. All reporting is done manually using spreadsheets which were collated and submitted on an irregular basis. The extended time lag between capture of the information and analysis, meant that should an issue arise, the intervention would need to be extensive whereas early detection translated to early intervention and less management. In addition to this, the early detection of trends would be possible, something precluded by the current reporting method. It was clear that these problems could be easily solved by the use of various technologies, but what would that look like to ADM? How would this technology-sparse area, with almost non-existent internet access, old and out-dated hardware (where there was any at all) and non-IT staff, build and maintain a system that could assist to meet the water safety goals of Amathole District Municipality.

For Ceenex the solution was easy. Engage with Chillisoft, a preferred provider and one who had unravelled numerous ‘unsolvable’ issues for them before, and see what they thought of the problem. A distillation of the issues that needed to be addressed included:

  • Old and outdated computers that were challenging to maintain
  • Timeous transmission of information
  • Easy capture
  • Low IT literacy
  • A scalable solution that’s platform agnostic

“The challenges onsite are considerable, but what needs to be done is so important to the health and wellbeing of South Africa as a country. The team had to build a robust application that could scale across multiple platforms as this was never going to roll out to just our proof of concept sites. So we had to design a service that would be easy to use, mobile with a cloud based back-end, low on bandwidth and with an almost intuitive user interface. It also had to be modular so integration, if necessary, would be simple”, so

says Andrew Russell, one of Chillisoft’s System Architects involved in the project. The application runs on an inexpensive Android-based tablet. It has a dual SIM, which was important as the connectivity in remote areas fluctuates depending on network usage in the area on that day. The device can also be locked down so that only this application is accessible to the user. The actual application itself was built using JavaScript and HTML and runs in a web container, although it looks, feels and functions like a fully fledged app. It can be deployed on Windows, Android or even IOS and was designed to keep training to an absolute minimum with a simple, almost intuitive UI. There is a dashboard, making accessing information quick and easy, and enough storage so that even if connectivity is impossible, the data can be captured and will be stored until such time as connectivity becomes available again (semi-connected). One of the most useful features of the system is the ability to do remote upgrades. As and when Chillisoft release new versions with additional features, they can ‘push’ the upgrade down to the user. All they need to do is press a ‘sync’ button in the device to accept the change.

There’s no doubt that the application has already shown itself to be tremendously useful in the field. Initial concerns around theft of devices fell by the wayside as it was illustrated that the devices are disabled for all other functions. A secondary concern was that it was just so simple it couldn’t possibly work, but as has been shown in the proof of concept, it’s beauty lies in it’s very simplicity.Amathole District Municipality have already seen advantages from Adisa. Reports and notifications are received timeously and aren’t lost or misplaced as previously was the case. Trends across a single, as well as multiple sites, along with associated problems, have been easier to identify and resolve, making for easier decision making and costs savings, as issues are identified earlier, thereby reducing intervention time.

The impact is clear where managers can now receive and view treatment results every two hours and can view reservoir stock levels on a daily basis. Previously managers were unable to obtain an operational viewpoint of their plants in “real time”. They only received reports at the end of the month. An additional, surprising benefit is the increase in worker satisfaction as users feel more empowered and are able to complete their work faster.

“We chose to focus on the water quality sector because South Africa faces critical water shortages. In 2013, Water Minister Edna Molewa said that in SA, 98% of the water in the country is fully allocated. The water resources group predicted that by 2030 water demand will exceed supply by 17%. In addition to the water crisis, the existing water quality is deteriorating to the extent that Afriforum claims only 25% of the drinking water complied with water quality standards in 2013. Water and water quality are set to become a critical resource and may be one of the major growth limiting factors. Chillisoft had the opportunity to get involved at the very beginning of the water usage process and to develop an innovative solution that is holistic is its impact.

Our solutions are always context driven and we recognised the essential paradigm shift that is required in operations at a municipal and plant level. There are many reasons cited for the poor adoption of Blue Drop and Green Drop monitoring. One of the key reasons is the effectiveness and operationalisation of e-governance.
If we implement IT solutions in operations, triggering a shift in accountability, and making it easier to manage operations, it will make it easier to comply with required policies and regulations. More municipalities will therefore comply, ensuring higher standards”.
